PVA/Wood Glue is then spread to cover the entire foam block. This will not only glue the sand to the foam, but will seal the foam once dry, preventing it from deforming and causing the sand to crack.
You can also add a layer of interior filler before the glue to seal the foam, in this case, wait for a week to make sure the plaster has had some time to cure before applying the glue.
